The Tal Shiar is the secretive intelligence agency of the Romulan Star Empire, and the most highly respected and feared organization within the Star Empire. Their main objective is to protect the Empire's security from both external and internal threats using whatever covert (or overt) means necessary.
Functioning as both secret police and the elite intelligence arm of the Romulan Star Empire, the Tal'Shiar acts under the authority of the highest levels of government, unanswerable even to the Romulan Senate. Their operatives outrank all but the most senior members of the military and a seat on Continuing Committee is reserved for the Director of the Tal'Shiar. Tal Shiar gents have broad discretionary powers and can overrule military commanders in the field without fear of reprisal. In addition, though the Tal'Shiar maintains their own fleet, and they have the authority to commandeer vessels for covert missions. Furthermore, the Tal Shiar is known to use of mercenary units and frequently hire such individuals to act as proxies in their various schemes.
While working as an internal security agency, the Tal Shiar also work to capture alien operatives for interrogation, or worse. Other agents are spread throughout the known Galaxy where they work on data gathering on potential targets. Other mission profiles for agents include supplying weapons to rebels, working to de-stabilize governments perceived as threats to the Empire, or placing sleeper agents within a rival power who are disguised as a member of their race.
Though the RSE officially maintains neutrality, the Tal Shiar covertly works to support rebellion and dissent to keep the Dominion too occupied with holding subjugated populations to return their attention to the RSE. However, after 2395 when a shuttle from an alternate universe in which the Dominion lost appeared in Romulan space the Tal Shair became more active in disseminating information from its data banks to encourage the Resistance.
